Real-Time Data (especially job vacancies) This discussion forum covers what is commonly referred to as “real-time data.” Almost all data users would prefer that information is as up to date as possible, and “real-time” implies that data are available in a literally up-to-the-minute fashion. In this sense, virtually no workforce data are available in “real-time,” but some are available with much less lag time than was previously possible. Because of the pressing need to employ the jobless, most programs and labor market intermediaries place the highest priority on “real-time” job posting information. Therefore, this discussion forum concentrates on real-time job vacancy data. American Community Survey This discussion forum covers the American Community Survey (ACS), which has replaced the decennial census “long form.” The ACS is the single most comprehensive source for detailed geographical data (the series began publication in 2000). The ACS first covered all counties in 2005, and as of 2011 covers even areas with extremely small populations. Unlike most other government surveys, which supply pre-packaged tables, to obtain ACS data the user typically must design their own customized table. Another key difference is that the user must choose among three data sets: 1-year data, or combined 3-year or 5-year data sets. For areas with relatively small populations, the combined-year data sets enable the user to obtain data with a lower margin of error. Labor Surplus Areas (LSA’s) This forum covers labor surplus areas (LSA’s). A labor surplus area is a statutorily-defined locality that (with some exceptions) has experienced an unemployment rate that is 20% higher than the national average for 2 years. Some Federal, State and Local programs use LSA designations to determine eligibility. The U.S. Department of Labor’s Employment and Training Administration (ETA) designates LSA's annually (effective each October 1st), with periodic updates to designate additional LSA's for areas that qualify under special circumstances.
