2013 Labor Surplus Area List Issued The U.S. Labor Department’s Employment and Training Administration (ETA) has recently issued the list of 2013 labor surplus areas (LSA’s). A labor surplus area is a statutorily-defined locality that (with some exceptions) has experienced an unemployment rate that is 20% higher than the national average for 2 years.
